When the President declares Gotham no longer part of the United States, Harley revels in the anarchy, but the supervillains are unhappy with the lack of organized crime. Putting their own plan into motion, they freeze Harley in a block of ice and put her on display, leading Harley's crew to come up with a daring rescue plan.
